there are no IP addresses blocked.

What's your IP addresses' prefix?
I found a request to the file "mirrors.xml.gz." from 81.169.225.x with
date Sat Jul 27 10:41:16 2013.
I think the . is not from the log entry, but from the file name that got
misspelled.

Can you please report back, what
`wget http://repositories.typo3.org/mirrors.xml.gz`
reports back?
