Your last line will not help at all. You've to integrate it into the 'SYS' part above:
'SYS' = array(
    .....,
    'binSetup' => 'openssl=C:\xampp\apache\bin\openssl.exe'
)

Are running your backup on the same TYPO3 version as the live system?
