[TYPO3-english] Could not access remote resource http://repositories.typo3.org/mirrors.xml.gz

Hi,

We have migrated some sites to new server.
When I try to update the TER I get the following error (depending on 
TYPO3 version)

Could not access remote resource 
http://repositories.typo3.org/mirrors.xml.gz.

tx_em_Repository_Utility: Could not access remote resource
http://repositories.typo3.org/mirrors.xml.gz.

I have set to
[SYS][curlUse] = 1
[SYS][sqlDebug] = 0
as is suggested here http://forge.typo3.org/issues/47135

Any clues of what is causing this?
