[TYPO3-english] How prevent non-admins from editing elements

Hello Ralf-Rene,

mhmm, i missed, that this was an extension in one of my installations.
It can be done with a hook and a similar functionality like it's done in
tt_news and the editlock field.

As the ext has some more busines logik i sadly can't provide it to you :(
