if you have access (create/touch ENABLE_INSTALL_TOOL) to the 
install-tool you can create a new admin-user:
http://yourdomain.tld/typo3/install/index.php
-> Database Analyser
-> Create "admin" user

if this user can not log in try to uninstall extensions rsa and 
saltedpasswords (clear temp-files, create a new admin user)

this user may reactivate your old user by setting a new password.

then you can install rsa and saltedpasswords anew
