[TYPO3-english] Q: How can I create a Localization Manager Configuration?

I have just installed l10nmgr to localize a TYPO3 site, but I cannot create 
a new record for the Localization Manager Configuration as described in the 
User Manual.  When I click 'Create new record', I cannot find 'Localization 
Manager Configuration' on the window.  So I need a quick help.

What can I do to see what is going wrong?  The versions are TYPO3 4.5.8 and 
l10nmgr 2.3.0.  Thanks in advance.
