[TYPO3-english] setup template for the new NEWS extension in TYPO3 ver 6.x

I think I solved the problem by editing the two files partials/list/item.html and templates/news/detail.html. It is a little tricky to use <!-- --> with "<!f:if … />" lines and coding does not look nice, but it works. I still think it should be more user-friendly, so you don't need to edit html-files by hand.
