[TYPO3-english] Baseurl setting for site

Hi all,

I was using baseurl setting for my website with code 
Config.baseurl = http://pathtoSite

It was working fine and I could see base tag in HTML source view .

Then I tried using config.absRefPrefix

I did following setting 

1. Defined a constant in constant a
