Hi!

Make sure your in localconf.php file the ['extList'] line contains these extensions: sv,rsaauth,saltedpasswords
Furthermore check that
$TYPO3_CONF_VARS['BE']['loginSecurityLevel'] = 'normal';

After you logged in to your BE, immediately go to the ext manager and configure saltedpasswords properly.
Then you can set the line in localconf.php again:
$TYPO3_CONF_VARS['BE']['loginSecurityLevel'] = 'rsa';

Kind regards
Markus
