[TYPO3-english] Default doctype in 4.7.1 ... not html5 ?

Why would it use html5 as default? The main reason for not doing that is 
backwards compatibility. If someone didn't set the doctype explicitly 
but relied on the default setting, it would be an unpleasant surprise 
that the doctype was changed after an upgrade.
