Hi Stephen,

problem is not the TER itself, but the ter_fe (search on typo3.org). But 
the others already explained that.

I started the "collecting money for the brave soul, keen enough to fix 
this issue" on twitter. You're welcome to just post here "I'm in with 
20€ of motivation".

As one said "fixing it is no fun". That's (one of the problems) with 
volunteering and having nobody responsible for ter_fe.

Jigal (the brave guy) made some investigations. However the root cause 
seems not to be so easy to identify. He brought up some ideas for 
improvement, so let's hope that he has time to implement them before 
ter_fe2 and the t3o relaunch is ready (which cannot be "just used" with 
the TYPO3 4.2 running on t3o).
