[TYPO3-english] TER

Hi to all

Just an idea.
Is it possible to Clone the Ter or at least Parts of it. Beside the fakt that the TER is currently not working like supposed to, we had until now very often long down times of the Complete TYPO3 website so that nothing was visible at all especially between 8 to 11am in the morning GMT+7

As this is main working time for ASIAN companies it is really harmfull. Beside this often Speed is an issue as the way to Germany is quite long and many countries here are using sensorship and bandwidth restrictions for connections to outside the country.

A cloned TER which would be placed inside a country or one with less restrictions and better connectivity would solve this problem.

So our question would be how could the TER be cloned and updated i.e. in regular schedules? Actually most of those extensions in TER are totally outdated and would not be needed. 

Could you please advice us. Thanks

Benefit for all would be that there would be also a possibility for times where typo3.org is simply down or not working.
