[TYPO3-english] powermail to a fe_groups as recipient

Actually in powermail content element there are plenty of normal tabs that are missing: Appearance, Behaviour (and Extended). It seems that the powermail tabs are in root level - while in other plugins the tabs of that particular plugin are under the Plugin tab.
