[TYPO3-english] Backend has no css style, page is messed up

So you didnt't run the Upgrade Wizards, did you? It tells you that skins 
of previous versions are likely to be incompatible and advice you to 
install t3skin.

it's a system extension and thus located in typo3/sysext/t3skin/
