Thanks for the answer.

I looked into phpinfo.php, saop was enabled there. 
Soap Client 	enabled
Soap Server 	enabled

Old extension manager import and update are working great.

If I test in Firefox then Firebug showing next error

.EM  500 Internal Server Error  in http://my_domains/
typo3temp/compressor/ext-base-c0cb37b8f698c291564f68c6bc9ecc54.js

/typo3_src-4.5.3/typo3/sysext/em php files are apache webserver rights
and  -rw-r--r-- permissions.
