[TYPO3-english] config.prefixLocalAnchors = all does not work

Dear community!
I'm stuck with a trouble I can not resolve on my own.

When I insert an anchor link inside of tt_news, it is created as 
href="statja/#s1" instead of "/statja/zhivaja-tradicija-katekhizacii/#s1".
Obviously, adding "config.prefixLocalAnchors = all" does not help, as 
the url is already being prefixed with "statja/".
The link in the database looks like this: "<link #s2>[2]</link>".

Here are my settings:
config.baseURL = http://www.sfi.ru/
config.absRefPrefix  = http://www.sfi.ru/
config.prefixLocalAnchors = all
I use CoolURI, if it matters.

I desperately need your help!
