[TYPO3-english] localizing locallang.xml etc

Hi,

This extension looks very promising.
But I can't find the extension in TER nor Forge.
Anybody has the source of this extension or knows where to find it?
I have some ideas on this issue.
Therefore I'd like to study it and eventually program (some) of the 
extra features. Or adapt it to a new extension.
