[TYPO3-english] Where is the new "general element properties editing dialogue" or RTE?

In the release notes of 4.5 (http://wiki.typo3.org/TYPO3_4.5) I read for
RTEhtmlarea that "Added a general element properties editing dialogue,
where you can add "id", "name", "lang" and other universal attributes to
any tag in your content.".

I also saw the relevant bug report at
http://bugs.typo3.org/print_bug_page.php?bug_id=2474

I upgraded to 4.5 but I can't see this icon or context menu. So exactly
does this work?
