[TYPO3-english] Powermail scrambling message text

Ok, I understand this part.  Now how do I tell Powermail and/or Typo3 not to do the double encoding?  I tried playing with "config.notification_email_encoding" (the only item I found that could be related to the issue), but that didn't work.

Any good hints?
