[TYPO3-english] fe_user notification when his account is disabled or timed out

Hi Sergey.
Thank for the idea.

But I would much rather have it as a plugin, inside Typo3, so i can 
controll various settings.

And I felt sure that this basic function had already been created.
But couldn't find one. So i was thinking that maybe someone could point 
me to one such plugin.
