[TYPO3-english] Cannot insert content element

Hi List,

I installed Typo3 4.3.3 but when I try to insert a new content, I do not 
see the list of content element types to select. I then upgraded to 
4.4.2 and recently to 4.4.3 but I still have the same issue. Please take
