[TYPO3-english] disclaimer before homepage

Dear list,

I am trying to implement a disclaimer.

It should appear when a user visits my page for the first time (cookie) or when he deleted his cookies:-). (By the way, is there an alternative, let's say remembering the IP-Adress?)
The disclaimer also has to appear when a first-time user enters the page from an external source, like Google where maybe not the homepage is linked but some other page of my website.

There needs to be only a radio button or a normal button. As I want to have the disclaimer in two languages (German & English), one button must redirect to the german homepage and the other to the english one. (i use the language selection extension; another than the standard language is given in the adress line, e.g. http://www...id=28&L=3)

For both languages there should be only one disclaimer consisting of two columns (left one  for english, right one for german). It should look like this:

Disclaimer

English disclaimer text    /   German disclaimer text
                                       /
Radio or Normal Button:  /   Radio or Normal Button:
"Accept"                          /   "Accept (German)"


The disclaimer can be a normal page or a popup in front of my homepage.

Would be happy if anybody had an idea what extension to use or guide me through the process.

I looked at the following extensions but I am not sure which one would be good for my purpose and what I need to do myself maybe:
