Most of core developers works on the v4. The v5 team is small compared 
to people working on v4. The process is also fairly open, you are free 
to ask for features in bugtracker and provide a patch. You don't need to 
be a core developer to get anything into the core.

As long as TYPO3 v4 has a fair amount of users, and some larger agencies 
and customers uses v4 (which will be for many years) there will be core 
developers for the v4 branch and there will be feature requests and patches.
