Well - not really strange, since a group 13 with subgroups 8,9,10,11,12 just
means:
If you are member of 13 you are also member of 8,9,10,11 and 12 but NOT vice
versa.
A member of 12 is not automatically a member of 13, while a member of 13
always will be a member of 12.

Since you didn't assign 13 to your frontend users they were left with their
8,9,10,11and 12, so the condition checking for 13 didn't work.
