[TYPO3-english] Where to set mb_internal_encoding

I added these two, but they don't affect the value of 
mbstring.internal_encoding

So it seems the only two alternatives are either 

to persuade my provider to grant the necessary privileges to add the directive mbstring.internal_encoding UTF-8 to .htaccess 

or

to put 
mbstring.internal_encoding = "UTF-8"
into index.php - a thing I really have aversions against...

Maybe this problem might be solved in future Typo3-Versions that come with uft-8 as default configuration...
