[TYPO3-english] Inreasing session lifetime for anonymous fe users?

Hi,

is there a way to increase the session lifetime for anonymous users (thoose
who are not logged in).
By default typo3 sets a session based cookie for thoose users. (i.e.
lifetime ends on browser shut down).

Increasing fe.lifetime only works for logged in users.
Since the cookie setting decision takes $this->user['ses_permanent'] into
account which is not set until a user logs in ,
regardless of whatever  $GLOBALS['TYPO3_CONF_VARS']['FE']['permalogin] is
set to.

I wonder if this is an intended behavior. And if so, for what reason.
