[TYPO3-english] Would typo3 be suitable for setting up an e-government system?

Cost depends on a lot of factors, such as functions required, design work
needed, etc. Any CMS is going to have a cost, but open source like TYPO3
saves you the licensing fees. What are you looking to do?
