[TYPO3-english] Would typo3 be suitable for setting up an e-government system?

I'm trying to figure out the parameters and capabilities of typo3. Could a
city or county government run electronically off of it? It would need to
cover...

- Paying taxes online
- submitting documents to different departments, with filing fees
- basic information editable by various people (e.g. photos of city
officials and bios edited by one person, uploading zoning codes by another,
meeting minutes of a commission by another; each with access locked to their
specific area(s) and there may be some overlap)
- multiple languages
