You have to add it to http://bugs.typo3.org/

But you should only add it if you want to implement it or if you have 
somebody that implements it for you.

When you or someone else has written a patch, you have to post it to the 
typo3.core list, while repecting the special rules that apply to that 
list: http://typo3.org/teams/core/core-mailinglist-rules/
