If you tell Typo3 to expand all submenu, it does!

The second part:

 > temp.sidemenucol {
 >    10.2=TMENU
 >    10.2 {
 >       expAll=0
 >    }

only deactivates the expansion of the third level (which you don't have 
in this example)
