you can use tt_news to create the news. But you need to use another 
extension to send the mails. I personally prefare to use external services 
to send newsletters as sending great number of Mail from your own server 
needs a lot of knowledge to not be classified as Spam. And if you ever get 
blacklisted its hard to get out of that.

In that case you would just gnerate a page with a tem plate that is e-mail 
client friendly and give the url of that page to the external newsletter 
sender. Then they take care of the sending for you.
