[TYPO3-english] wrap for links on tt_news

Yes.

I just want to wrap:

<a href="">my link</a>

with <li>|</li>:

<li><a href="">my link</a>

I don't want to write <li></li> tags inside my tt_news template because I
want to use optionSplit.
