I don't really catch you. doNotLoadInFE is the new property in 4.3, which  
results in the extList and extList_FE.
The developer hast to decide, weather his extension provides FE code or  
not - and he is the one, who should really know this.

So:
1) no way to modify the FE-exclusions by hand (except modifying th  
exentsion)
2) no need to so, as extension auther has to do.

P.S: Could you please avoid the additiona [lTYPO3 english] in your  
subjects? It's added by the listserver.
