[TYPO3-english] Localization does not work

On one system downloading the "translations" appeared to work correctly,
but the translations weren't used. Due to an error in the rights of the
filesystem the apache user couldn't write to the l10n directory.

Even after setting the correct rights the translations didn't appear in
the l10n folders.

The logic of the extension manager was that if the latest ZIPs were
downloaded then the translation was considered "up-to-date". Removing all
the translation zips and downloading them again solved the problem.
