That is true but wont it only work for locallangs of PI?
as i remeber, you can only modify locallang from PI with typoscript. 
By the way that is the rease that you have to use '_' in your index name instead
of '.' in your PI locallang

i am not 100% sure of it, i might be wrong but if its true what is
the option for file like locallang_db
