It is definitely. It's the same problem as described in the bug report, 
but this particular bug report is related to the phpunit extension and 
not the core.

The issue comes from the introduction of the new cache framework. It 
comes very early in the initialisation phase and refers to a global 
time-tracking object. But depending on the context, this object is not 
always instantiated.

Please check if there's already a relevant bug report. If not you can 
open a new one.
