[TYPO3-english] download fresh extension list per cli

Hi Xavier,

thanks for the response. You've got the same point of view about that.
Now the thing is, that i haven't been able to invoke the EM scripts to
my extension in some time and there's much more work to do.

invoking the CMD[fetchMetaData]=extensions command per GET works, but
then of course a session has to be active - not intended!

there could be a cli user that logs on before... right?

could be faster grokked than figuring out how to match all these objects
in objects to get the EM just update the list. ;)

but i'm widely open for hints regarding that!
