Yes, it's completely possible, and in BE, and in FE. ALready made
different stuff like this.
Just, as I understand TYPO3 license, the application You want to
integrate should be open source and free.

About instruction : there is no special guideline how to integrate
something, but in the same moment there are a lot of extensions, which
integrates existing systems in TYPO3. For example: phpmyadmin in BE or
gl_wordpress in FE.
