[TYPO3-english] Permissions for new pages

Hi,

I have a site with a two-level navigation. So I set permissions so that on 
2nd level no new pages can be created (because there is no 3rd level) but on 
1st level they can, of course.

For new pages I usually configure this in PageTSconfig using 
TCEMAIN.default.permissions.group. But how can I configure those permissions 
to be different on 1st than on 2nd level?
