It's defined in TS. Use the TypoScript Object Browser:

Web > Templates > "TypoScript Object Browser" in drop-down > "Setup" in
drop down

Then find:

plugin.tx_mywheaterext_pi1

It willprobably be set to "USER". Change this to "USER_INT".
