Hey Ben,

have you overwritten $TYPO3_CONF_VARS[BE][defaultUserTSconfig] (e.g. in  
localconf.php?).

In config_default.php there's this line:

'defaultUserTSconfig' => 'options.shortcutFrame=1
			options.enableShortcuts=1',

So the setting gets lost, if you assign a new value (instead of appending  
your changes).
