I think this is not 100% correct, I think NO is only active, if you put some property on it ;-)

I always activate NO, cause then I never get in trouble when copying the states.

NO = 1
ACT < .NO
# ACT is activated now

or

1.NO = 1
1.ACT < .1.NO
