[TYPO3] page on top link

Hello list,
i know this topic is discussed earliar also,
to make ur page top link working:

   - have realurl
   - have prefixLocalAnchors = all in page config

but still my page on top link is not working:
click goes tohttp://root/fileadmin/templates/#oben ans an error message of
vorbidden:You don't have permission to access /fileadmin/templates/ on this
server.

what's wrong?
