A global extension will act as a local extension. This means that it is 
context-aware. The only difference is that it can be "installed" for 
each and single TYPO3 instance without to physically copy it to each of 
them. This allows to update it once for all. But the extension still is 
used and "associated" to each of your TYPO3 instance where it was installed.
