[TYPO3] Clear cache in typo3conf button not appearing in typo3 4.1 BE, please help

Yes I'm facing the problem as admin.
It is really strange that the button is not there in 4.1

The setting related to localconf.php is as below which seems to ok.

$TYPO3_CONF_VARS["BE"]["disable_exec_function"] = '0';
$TYPO3_CONF_VARS["GFX"]["im_path"] = "/usr/bin/";
$TYPO3_CONF_VARS["GFX"]["im_path_lzw"] = "/usr/bin/";
$TYPO3_CONF_VARS["FE"]["simulateStaticDocuments"] = "1";
$TYPO3_CONF_VARS["FE"]["simulateStaticDocuments_addTitle"] = '20';
$TYPO3_CONF_VARS["FE"]["logfile_dir"] = "fileadmin/";
$TYPO3_CONF_VARS["EXT"]["noEdit"] = '0';
$TYPO3_CONF_VARS["SYS"]["compat_version"] = '4.1.1';


The permission of the localconf.php is 666. The important thing is no
TEMP_cache file in typo3conf even after
visiting the site a no. of times.

Please enlighten me.
