[TYPO3] Can't install

hi I have uploaded all my files to my site.
they are here Beta.themeparksplus.com but are not working i get an error  
saying
 
The Install Tool is locked.
Fix: Create a file  typo3conf/ENABLE_INSTALL_TOOL
This file may simply be empty.
For security  reasons, it is highly recommended to rename
or delete the file after the  operation is finished.
 
 
But i have done that and what it says on the document. i really don't know  
what to do please help me.
