[TYPO3] obsolete extensions

This is a big challenge for a future version of the TER I think. TER is 
good for anyone sharing its own extension. It lacks categorization and a 
few other would-be-nice-to-have features but it is OK. However, I think 
that in return, "TER" should force authors to at least update their 
extension, let's say every two releases of TYPO3, just to update the 
compatibility version.

Any extension should *always* define the upper bound to be at most the 
current release of TYPO3, it should not be possible to leave it empty, 
saying that it will be compatible with all upcoming releases. A user 
could then download the extension and know that it is compatible. And if 
a new release of TYPO3 is coming and the extension still is said to be 
compatible with an older one, a warning should be shown but the 
extension should still be installable, not like Firefox's extensions.

And one should be able to preset the TER to display and return result 
only for "compatible" extensions. That would be a big big enhancement.
