[TYPO3] Dummy Installation 4.2.1 + rte in a frontend-plugin + linebreaks will be lost after saving the page

perhaps you get more help if you tell us what a "standard content element" is 
and which "frontend-plugin" you've installed.

If you hit two times enter, then you create 2 paragraphs, and if you don't type 
any text they both will be empty. <p>&nbsp;</p><p>&nbsp;</p>
If you type text1 enter text2 enter both paragraphs will be filled. 
<p>text1</p><p>text2</p>

In your 2. example only the whitespace &nbsp; is missing.
