That menu uses quite a lot of apparently unnecessary javascript--as  
far as I can tell, the only thing it does that an ordinary html/css  
menu can't is delay the result of the onmouseout event. Besides that,  
a) none of the things you mentioned in this thread had anything to do  
with javascript, and b) the javascript is executed by the client, not  
the server.
