I don't understand what this question means :) I have heard the  
repeating too small an image in backgrounds slows down rendering time  
on the client side though.

As I mentioned in the post you replied to: check my extension, it does  
exactly this. I've even built one site that uses one GIFBUILDER  
background image in each menu item to show the 'normal', mouseover,  
and active conditions of that item (email me off list for the url if  
you're interested).

Without having done a great deal of research, I'd say that in most  
cases, server load shouldn't be a huge issue: GIFBUILDER images are  
cached, and only regenerated when menu items etc change or the  
relevant directory in /typo3temp is emptied.
